Palm Beach County It appears the Palm Beach County State Attorney’s Office is first in prosecuting a child for a crime and last in prosecuting an adult for a crime against a child. A 2003 report published by Advancement project in Washington, D.C. states: “One result of these prosecutions is that public defenders in Palm Beach are swamped with school-related cases that they believe do not belong in the court system. For example, there have been cases where students were charged with throwing a deadly missile – an orange or coke bottle – at a school building. Sex charges typically involve a student “mooning” others or pulling up another student’s shirt. These cases are vigorously prosecuted by the states attorney’s office, often without any offer to make a deal to lesson the charges”.
