HALEY’S RIGHTS FOR THE RIGHTS OF CHILDREN

 

Introducing the Haley’s Rights Organization: Advocates for Children’s Rights in the
Court System

 

Haley’s Rights President, Jacques Bobrowsky, Creates Non-Profit Organization in Loving Memory of His Daughter Haley Jordan Bobrowsky

 

Boca Raton, FL- The Haley’s Rights organization emphasizes investigation in the court system and

 enforcement of laws for the rights of children. The non-profit organization, founded by Jacques

Bobrowsky on March 23, 2001, was formed in loving memory of his dearly departed daughter Haley Jordan

 Bobrowsky who died from injuries as a result of a fatal car crash. “The System failed my daughter in life and

 death,” states Mr. Bobrowsky, “When we started to investigate the case involving my own daughter’s death,

 we found that the laws were there for children but weren’t being enforced. Our purpose is to insure that the

 laws in place are enforced when there is a crime against a child, and if we find that a case has gone astray, we

 investigate that case and expose our findings to the public and/ or U.S. Federal Government. We are the

 watchdogs.”

 

         Jacques Bobrowsky decided to create Haley’s Rights following the death of his only child, Haley,

on March 7, 2000, at only 8 1/2 years of age. Haley Jordan Bobrowsky died of complications arising from

a car crash that occurred on February 22, 2000. Stacie Persin, Haley’s Mother, was driving in excess of

49 mph in a 30 mph speed zone, without having Haley wear a seatbelt, nearing a school, on a wet road,

when she lost control around a curve and her vehicle rotated counterclockwise and collided with a car

traveling in the opposite direction. Haley was thrown from the rear window of the sports utility vehicle,

onto the street, and shortly thereafter, the vehicle rolled over onto her. Haley Bobrowsky was taken to

Delray Medical Center with two collapsed lungs and was hooked up to roughly 50 tubes and a brain monitor.

 Her mother was also taken to Delray Medical Center, where she tested positive for cocaine.

Ms. Persin was arrested in June 2000 for manslaughter and 4 counts of culpable negligence, and in July 2000,

she pleaded no-contest to Vehicular Homicide and received five years probation. The court granted

Ms. Persin the right to consume alcohol on probation, and also allowed her to file for a driver’s license.

 

“For over a year after Haley died, I didn’t function. I prayed everyday not to wake up.  I then decided

 to form Haley’s Rights and became much stronger from it,” says Mr. Bobrowsky.

           

            Haley Jordan Bobrowsky (B.  August 10, 1991- D. March 7, 2000), attended Temple Beth El

Pre-School, and afterward, was a student at Calusa Elementary School for one month before being transferred

 into the gifted program at Del Prado Elementary School in Boca Raton. Haley’s favorite activity was Dance,

 and at five years old she was enrolled in dance class, and at the age of seven, she performed a solo dance

 number in front of eight hundred people. Haley also loved karate, bike riding, picnics on the beach. She had

a great appreciation of nature and was very concerned about the environment.

 

Jacques Bobrowsky was born and raised in Yonkers, New York. He studied music throughout his

 late teens and early adulthood, and attended Herbert H. Lehman College (Bronx, NY) and Pace

 University of New York (New York, NY). He worked on the floor of the New York Stock

Exchange in Risk Arbitrage from 1986-1989 and later moved to Boca Raton, FL, where he became

 a wedding photographer. Mr. Bobrowsky has volunteered for the Palm Beach County Schools,

 Cystic Fibrosis Foundation, and Home Safe for Children. He is in the process of writing a book

 concerning the life and death of his beloved daughter, Haley.
